ARES operators have greater flexibility. RACES is a special service of amateur radio recognized by FEMA, that provides radio communications for civil preparedness purposes only, for local, regional or national civil emergencies. The Introduction to Emergency Communication course has six sections with 29 lesson topics and a 35 question final assessment. There are no meetings in July and December. The former Amateur Radio Emergency Communications AREC series of three training courses has been reconfigured into two courses: An introductory course and a course for leaders and managers. They are not deployed to directly served agencies. Provide communications services to communities served for special events such as parades, foot or bicycle tours, etc. This includes the American Red Cross and other non-profit groups that need communications services on an emergency or public service event basis. The November meeting is held on the third Wednesday of the month. They are not deployed to directly served agencies. RACES, on the other hand, almost never starts before an emergency and is active only during the emergency and during the immediate aftermath if government emergency management offices need communications support. While our primary emphasis is on relaying "health and welfare" information, Hams also provide direct support to public safety agencies when regular channels are inaccessible.
